An independent nonprofit for a market that has never had one.
Our mission
We publish independent, comparative information about where older Canadians live, and we continue the national market data the sector lost, so that families choose with evidence and institutions plan with facts.
Why we exist
The consumer gap. Families lack access to independent quality comparisons. Current directories operate on pay-to-list models, and existing resources claiming neutrality are trade associations funded by operators.
The institutional gap. Canada Mortgage and Housing Corporation discontinued the Seniors' Housing Survey, leaving the sector without the national, census-level data that industry has formally asked to have restored.
What we are
Vitrine is a federal not-for-profit corporation operating nationally across all ten provinces, focused exclusively on private-pay retirement residences. We are funded through institutional data sales rather than operator payments, which keeps consumer services free and rankings independent.
Governance commitments
- No operator payments for placement, ranking, or inclusion.
- Complete coverage of every licensed residence.
- A public methodology that says what each score rests on.
- Disclosed funding sources.
- A free consumer layer that is never paywalled.
- No operator representation on the board.
Board and governance
Vitrine was founded by Bilal Ahmad, who serves as director. The organization has no operator owners and no operator representation on its board. The no-operator-on-the-board rule is a standing governance commitment, not a matter of current composition.
